in a heavily stifled democracy where bureaucratic curruption threatens to strangle the last vestiges of efficieny in the government functioning this might come as no surprise, but I still feel it's too little too late. besides the rhetorians loom in large over the utility of internet, lets see how far the sound of whistle goes...........
